With that phrase, the Founding Fathers gave the people the tools to rid themselves of a corrupt judiciary which might arise to destroy the freedoms guaranteed citizens in the rest of the Constitution. Virtually every state constitution contains either a similar phrase or other provisions for removal of corrupt, incompetent or criminally intent judges.
